231 Puglia towns qualify, from the Valle d'Itria to the Salento coast. Eighteen towns, including Ostuni, joined the list in 2026.

The 7% flat tax in Puglia

Puglia qualifies 231 of its 257 comuni, and its eligible towns run larger than the southern norm; the median is about 6,200 residents. In practice that means you are mostly choosing among working towns with weekly markets, pharmacies, clinics, and train stations, not depopulating villages. The over-cap list is essentially the cities: Bari, Lecce, Brindisi, Taranto, Foggia, and the string of larger centers along the coast northwest of Bari.

The Valle d'Itria, between Bari and Brindisi, is the region's established expat heartland, and its towns qualify across the board: Locorotondo (about 13,900), Cisternino (about 11,000), and Alberobello (about 10,100), the UNESCO trulli town. Ostuni (the "white city," with about 29,900 residents) came in just under the new cap and joined the list in 2026. On the Adriatic, Polignano a Mare (about 17,400) qualifies, as does Vieste (about 13,300) far north on the Gargano promontory. In the Salento, Otranto (about 5,600), Italy's easternmost town, is on the list, along with inland Galatina, another 2026 addition.

The 2026 cap increase brought in 18 Puglia towns. Besides Ostuni and Galatina, they include Manduria (about 29,700), the center of Primitivo wine country; Conversano and Putignano in the hills south of Bari; Mola di Bari on the coast; and San Giovanni Rotondo (about 26,200) in the Gargano. Many of these were exactly the towns retirees kept asking about under the old 20,000 cap; now they qualify.

Practically, Puglia is among the best-connected regions in the regime. Bari and Brindisi airports both carry year-round international routes, and the Adriatic rail line links Bari to Lecce with stops in eligible towns such as Polignano a Mare and Mola di Bari. 26 of Puglia's 257 comuni exceed the 30,000-resident cap and do not qualify, including: Bari (315,831), Taranto (186,011), Foggia (145,198), Andria (96,750), Lecce (94,187), Barletta (92,191), Brindisi (81,723), Altamura (70,163), Molfetta (57,229), Cerignola (56,900), Trani (54,803), Bisceglie (53,404) and 14 more.

Plenty. On the Adriatic, Polignano a Mare (about 17,400), Mola di Bari (about 24,200, added in 2026), and Giovinazzo (about 19,200) all qualify within a short train ride of Bari. Vieste (about 13,300) covers the Gargano promontory in the north. In the Salento, Otranto (about 5,600) and Gallipoli (about 18,900) are both eligible, on opposite coasts of the peninsula. The excluded places are the port cities themselves (Bari, Brindisi, Taranto), plus the larger towns northwest of Bari such as Molfetta, Trani, and Bisceglie.

Yes, as of April 2026. Ostuni's population is about 29,900, over the old 20,000 cap but just under the new 30,000 one, so the "white city" joined the eligible list when Law 34/2026 took effect. It is worth noting how close to the line Ostuni sits: eligibility rests on official resident-population figures, so if this town anchors your plans, have a qualified advisor confirm the current numbers and timing before you move your residence. Nearby Cisternino, Locorotondo, and Ceglie Messapica (about 18,500) qualify with more room to spare.

Two international airports: Bari Karol Wojtyła in the north-center and Brindisi Salento in the south, both with year-round European routes. The Adriatic main line runs from Bari to Lecce with stops in eligible towns including Polignano a Mare and Mola di Bari, and the regional Ferrovie del Sud Est lines thread through the Valle d'Itria and the Salento (useful, if slow). The region's main hospitals are in Bari and Lecce, and the Casa Sollievo della Sofferenza in San Giovanni Rotondo, itself eligible since 2026, is a major hospital for the Gargano.
