Providence, Worcester, Portland, Manchester, Burlington, a village in the Green Mountains or an island off the Maine coast: if your address sits in one of these five states, your Italian consulate is at 600 Atlantic Avenue, and the state on your proof of residence settles the question by itself.
The only wrinkle is the sixth New England state. Connecticut is not Boston's — it belongs to the Consulate General in New York — so “Boston covers New England” is true only if you stop at the Connecticut line. Everyone else in the region books here. Boston — not New York, despite the pull New York exerts on the region. The entire state of Rhode Island sits inside the Boston district, so Providence — like every other Rhode Island address — handles its visas, citizenship cases and passports through the Consulate General at 600 Atlantic Avenue.

The exception is Connecticut, which belongs to the Consulate General in New York. If your address is in any of the other five states, Boston is your post, full stop.

No. You must apply at the consulate holding jurisdiction over your residential address, and Boston — like every Italian post — asks for proof of residence in the district: a driver's license, lease or utility bill.
